The Legal Distinction — Who Can Lodge What

This is where many Australian business owners get confused. The Tax Practitioners Board (TPB) regulates who can provide tax services for a fee in Australia:

  • Registered Tax Agent — can lodge income tax returns, give tax advice, and lodge BAS. Requires a CPA/CA qualification plus supervised experience and CPD. Your Australian accountant is typically a registered Tax Agent
  • Registered BAS Agent — can lodge BAS only. A bookkeeper can become a BAS Agent by completing specific qualifications (Certificate IV in Accounting and Bookkeeping or higher) and registering with the TPB
  • Unregistered bookkeeper — can prepare BAS and hand it to you or a registered agent for lodgement, but cannot lodge it for a fee. Can do all other bookkeeping work
  • Indian CA (ICAI) — not registered with the Australian TPB. Can prepare all bookkeeping work, BAS drafts, and year-end workpapers. You or your Australian tax agent lodges the BAS and income tax return. This is the standard arrangement for all offshore bookkeeping

Do You Need Both a Bookkeeper and an Accountant?

For most Australian businesses — yes, but they cover completely different work and should not duplicate each other:

  • Bookkeeper (year-round): Keeps the file clean every month. Bank rec, payroll, BAS, AP, monthly reports. This is the ongoing engine of your financial records
  • Accountant (annually): Reviews the year-end file, prepares depreciation schedules, calculates tax payable, lodges the income tax return, advises on structure and tax planning

The bookkeeper's job is to hand your accountant a clean, reconciled file at 30 June — so they spend time on tax strategy, not cleaning up transactions. A clean file from a good bookkeeper typically reduces your annual accountant bill by A$500–A$2,000 because the accountant spends less time on cleanup.

With an Indian bookkeeper handling the monthly work, your local Australian accountant only touches the file at year end — at their standard hourly rate for review and lodgement only. This is the most cost-efficient split for most SMEs.

ICAI vs CPA vs CA — Qualification Comparison

An Indian CA (ICAI) is a full Chartered Accountant — a rigorous multi-year qualification with practical training requirements, comparable to an Australian CPA or CA ANZ. They are not equivalent to a Certificate IV bookkeeper. When you engage a Sharma Jyoti and Co CA-supervised firm, your books are prepared and reviewed by qualified chartered accountants — not data-entry operators.

How Indian Outsourcing Fits the Bookkeeper Role

An Indian CA firm takes the bookkeeper role entirely. You still need your Australian CPA for:

  • Income tax return lodgement (company, trust, SMSF, individual)
  • Tax planning decisions (structure, timing, asset purchases)
  • FBT return lodgement
  • ASIC annual review and company secretarial matters
  • Any situation requiring a registered Tax Agent's sign-off

What your Indian firm handles: everything else — monthly books, BAS preparation, payroll, year-end workpapers, and management accounts. Your Australian accountant gets a clean file at year end and only charges you for the high-value tax and advisory work. Frequently Asked Questions

A bookkeeper records transactions — bank rec, invoicing, payroll, BAS preparation. An accountant (CPA or CA) interprets financial data — income tax returns, tax strategy, regulated financial advice. Only a registered Tax Agent can lodge income tax returns for a fee. Both roles are needed; they cover different work.
Only if registered as a BAS Agent with the Tax Practitioners Board. An unregistered bookkeeper can prepare a BAS but cannot lodge it for a fee. Indian bookkeepers prepare your BAS draft — you lodge via the ATO Business Portal, or your registered Australian tax agent lodges it.
Yes for most businesses — but they cover different work. Bookkeeper (year-round): monthly books, payroll, BAS, management reports. Accountant (annually): income tax return, tax planning, FBT, ASIC matters. An Indian bookkeeper handles the monthly work cheaply; your Australian CPA reviews at year end for the tax return and strategy.
An Indian CA handles most bookkeeping and management accounting — bank rec, payroll, BAS preparation, management reports, year-end workpapers. What requires an Australian Tax Agent: income tax return lodgement, regulated tax advice, FBT return lodgement. The Indian firm is your bookkeeping layer; your Australian CPA is the tax and advisory layer.
Yes in terms of qualification rigour — ICAI is one of the world's largest accounting bodies with multi-year qualification requirements comparable to CPA Australia or CA ANZ. However, an Indian CA is not registered with the Australian Tax Practitioners Board and cannot lodge Australian income tax returns or BAS for a fee as a registered agent.
