Why NDIS Bookkeeping Is Different

Standard bookkeeping software treats revenue as revenue. NDIS bookkeeping requires revenue to be tracked per participant and per support category — because the NDIS portal reports by participant and category, your Xero must match. When the NDIA audits an NDIS provider, they compare the provider's financial records against portal claims. Mismatches trigger compliance investigations.

On the payroll side, NDIS support workers are employed under the SCHADS Award — Social, Community, Home Care and Disability Services Industry Award. SCHADS is consistently rated as one of the five most complex Australian industrial instruments. Casual penalty rates, broken shift allowances, sleepover rates, travel between clients, and community services pay scales all need to be processed correctly. Getting it wrong means underpayment, which the Fair Work Ombudsman is actively investigating across the NDIS sector.

Participant Revenue Tracking by Support Category

NDIS funding is allocated across three support categories. Your accounting must track revenue against each:

Support CategoryWhat's IncludedXero Setup
Core SupportsDaily activities, assistance with life, transport, consumablesTracking category: Core — per participant
Capacity BuildingSupport coordination, improved daily living, employment, social participationTracking category: CB — per participant
Capital SupportsAssistive technology, home modifications, SDA (Specialist Disability Accommodation)Tracking category: Capital — per participant

The Indian CA team sets up Xero tracking categories for participant and support category, maps each NDIS support item number to the correct revenue account and category, and reconciles NDIS portal claim payments against Xero receipts monthly. Any discrepancies — portal claim lodged but not paid, payment received without a matching claim — are flagged for your review immediately.

SCHADS Award Payroll — What the Indian Team Processes

SCHADS Award payroll for NDIS support workers includes:

  • Base rates by level — CS Level 1 through 8, adjusted by the annual FWC wage review (last increase July 2025)
  • Casual loading — 25% on top of base rate for casual employees, including on Saturday rates
  • Weekend penalty rates — Saturday 150%, Sunday 200% for casuals
  • Public holiday rates — 250% (double time and a half) for casuals required to work
  • Broken shift allowances — when a shift has an unpaid break of more than one hour, broken shift allowance applies
  • Sleepover rates — flat sleepover allowance per night plus the ordinary time rate if woken to provide active support
  • Travel between clients — travel time and vehicle allowance when workers travel between participant homes on the same shift
  • Uniform and laundry allowances — where uniforms are required by the provider

All of this is processed in Xero Payroll or KeyPay with STP Phase 2 compliance — each pay run reports the correct income type, allowance type, and tax treatment to the ATO. See our full payroll outsourcing guide for how the process works.

Plan Management Accounting

Registered NDIS Plan Managers face an additional layer of complexity — they hold and disburse participant funds on behalf of participants. Plan Management accounting requires:

  • A separate general ledger or sub-ledger per participant (funds held are not the Plan Manager's income — they are liabilities until disbursed)
  • Budget tracking per participant per support category against the NDIS plan amount
  • Lodging claims against the NDIS portal (myplace provider portal) for each service provider invoice
  • Participant statements showing plan balance, claims, and remaining budget
  • Reconciliation between NDIS portal balance per participant and internal ledger balance

Indian CA firms with Plan Management clients work in specialist tools (PlanTrack, Careview, Brevity) alongside Xero, or in Xero alone using a multi-entity or trust accounting approach depending on the Plan Manager's registration type.

NDIS Portal Reconciliation

Every service agreement must be linked to an NDIS support item number. Claims are lodged through the myplace provider portal. The Indian team reconciles:

  • Claims lodged in the portal vs invoices raised in Xero — ensuring every service delivered is claimed
  • Payments received from NDIA vs claims lodged — identifying any unpaid or rejected claims
  • Participant plan budgets vs year-to-date claims — alerting when a participant is approaching their plan limit
  • Price guide rate compliance — verifying that invoiced rates do not exceed the NDIS price guide limits for each support item

Frequently Asked Questions

Yes. Indian CA teams set up Xero with tracking categories for each participant and support category (Core, Capacity Building, Capital), reconcile NDIS portal claims against Xero, and produce per-participant P&L reports. Confirm the firm has existing NDIS provider clients before engaging — NDIS portal reconciliation requires specific process knowledge.
Yes, for firms with NDIS clients. SCHADS includes casual penalty rates, sleepover allowances, broken shift allowances, travel between clients, and community services pay scales. All processed in Xero Payroll or KeyPay with STP Phase 2 compliance. Always confirm SCHADS experience specifically — it is significantly more complex than general Award payroll.
A$800–$2,500/month for a full NDIS finance function — bookkeeping, NDIS portal reconciliation, SCHADS payroll, accounts payable, and monthly management reports. Compare to a local NDIS-experienced bookkeeper at A$80,000–$110,000 all-in annually. Most providers save A$50,000–$80,000 per year.
Yes, for Indian CA firms experienced with Plan Managers. Plan Management requires per-participant ledgers, portal claim lodgement, participant statements, and budget vs actuals by support category. Indian teams work in PlanTrack, Careview, or Xero-based approaches depending on your registration type. Confirm Plan Management experience specifically — it is different from standard NDIS service provider bookkeeping.
Yes with proper controls. The Indian team accesses Xero and portal records via browser login — no data downloaded locally. A data processing agreement covering NDIS participant data is signed. Participant names in financial records can be replaced with participant reference numbers to minimise personally identifiable information in the general ledger.
