Tourism and Hospitality Payroll — Gold Coast's Biggest Complexity

The Gold Coast's tourism and hospitality sector is the city's economic engine — theme parks, accommodation, restaurants, bars, tour operators, and entertainment venues employ tens of thousands of workers, the majority as casuals. The Hospitality Industry General Award is one of Australia's most complex industrial instruments:

  • Casual loading — 25% on top of the ordinary time rate for casuals
  • Weekend penalties — Saturday casual rate 175%, Sunday 225% for many classifications
  • Public holiday rates — 275% for casuals required to work (Gold Coast has several high-turnover public holiday periods)
  • Annualised salary arrangements — post-2024 Award changes tightened annualised salary rules. Indian CA teams ensure annualised salary employees are on correct hourly guarantees and that "make good" payments apply when annualised salary falls short
  • Split shift allowances — where employees work a broken shift with an unpaid gap of more than one hour
  • Working holiday maker payroll — Gold Coast has a large 417/462 visa workforce (backpackers). WHM income type coding under STP Phase 2 and the correct 15% flat tax rate must be applied from the first pay run

Queensland Payroll Tax — QLD/NSW Border Complexity

Gold Coast businesses are subject to Queensland payroll tax — A$1.3M annual threshold, monthly QRO returns. For businesses with operations at Tweed Heads (NSW side of the border), payroll tax grouping provisions apply:

  • Wages from both QLD and NSW operations are aggregated to determine whether each state's threshold is met
  • If the combined wages exceed each state's threshold, separate returns must be lodged in QLD (QRO) and NSW (Revenue NSW)
  • Wages are apportioned between states based on where employees perform work
  • The Indian CA team tracks employee work locations and prepares apportioned returns for both states where required

This cross-border grouping issue is specific to businesses on or near the QLD/NSW border and is commonly handled incorrectly by bookkeepers who don't know both state rules.

Construction and Property Development

The Gold Coast apartment and infrastructure construction market is one of Australia's most active. Construction bookkeeping requirements include:

  • Project cost tracking by lot, stage, or contract — using Xero tracking categories
  • Subcontractor PAYG withholding — labourers under the PAYG withholding for labour hire or contractor provisions
  • Progress billing and retention accounting under Queensland's Building Industry Fairness (BIF) Act
  • GST on construction services — standard 10%, though some land transactions may involve the margin scheme
  • Construction Industry Long Service Leave (QLeave) levy calculations — applicable on projects over A$80,000 in Queensland

A$1.3M annually, monthly QRO returns. For businesses with QLD and NSW operations, cross-border grouping provisions may require separate returns in both states. The Indian team prepares apportioned returns based on employee work locations when cross-border obligations apply.
Businesses with Gold Coast and Tweed Heads operations aggregate wages from both sides when assessing payroll tax obligations in each state. Above each state's threshold, returns must be lodged in both QLD (QRO) and NSW (Revenue NSW), with wages apportioned by employee work location. The Indian team handles both returns when cross-border grouping applies.
A$300–$600/month for bookkeeping, A$150–$300/quarter for BAS, A$300–$700/month for hospitality payroll (higher than standard due to Award complexity), A$100–$200/month for QLD payroll tax. Full finance function from A$800–$2,000/month. Compare to a local Gold Coast bookkeeper at A$55,000–$75,000/year all-in.
Yes. Queensland Construction Industry Long Service Leave (QLeave) levy applies on projects over A$80,000. The levy (0.575% of the cost of building work) is calculated and reported to QLeave. The Indian team identifies applicable projects, calculates the levy, and ensures it is paid and recorded correctly in Xero. This is often missed by bookkeepers unfamiliar with Queensland construction compliance.
